Brian Clouse brings more than four decades of law enforcement experience, including service as a chief of school police, together with his background as an attorney and nationally experienced instructor. Throughout his career, he has worked at the intersection of education, law enforcement, and school safety, helping professionals navigate complex legal, operational, and organizational challenges.
Brian believes that effective school safety begins with relationships. School administrators, school resource officers, and law enforcement leaders must understand their respective responsibilities, communicate openly, and work together toward shared goals. His approach emphasizes practical guidance, thoughtful decision-making, and solutions that reflect the unique needs of each school community.
Professional Background
Brian Clouse has devoted more than four decades to law enforcement, including leadership in school-based policing. As a former chief of school police, he understands the operational challenges facing school districts, school resource officers, and law enforcement agencies—and the importance of building effective partnerships among them.
An attorney as well as an experienced law enforcement professional, Brian brings a legal perspective to school safety issues, including constitutional considerations, student rights, policy development, interagency agreements, and civil liability. His work emphasizes translating complex legal principles into practical guidance that professionals can apply in their daily responsibilities.
Brian is actively involved in school resource officer training and professional development. He serves as Legal Advisor to the Indiana School Resource Officers Association (INSROA) and President of the INSROA Foundation. Through professional conferences, webinars, and specialized training programs, he shares practical insights with school administrators, law enforcement officers, and organizational leaders.
